No "rest of the vaccinations" are ever required by law. Study that again if you believe that. The only one with a "law" (quotes for a reason, explained in my free Rabies Short Course) is rabies. Period.
Also, titer testing is only expensive if your vet hasn't set up a free account with Kansas State Diagnostic Lab.
