First and foremost, you want to know the incidence of rabies in your area. You can do that online via your state or better, county health department. If you are seeing the incidence growing over the past few years, then yes, one vaccine for rabies (a killed virus vaccine) is likely insufficient and a booster is indicated.
If the incidence of rabies is low and you never or rarely see the species that are showing positive tests, and your dog isn't free roaming, you can wait and recheck public health records annually to decide each year.
