It does seem very tricky no matter how you approach this. You are right to be concerned as it's possible you may end up unnecessarily vaccinating. I am sending along a link to a site that does answer some of your questions on this end (Canada). It seems that if you are coming from a rabies-free country (which you are) you need to provide either a rabies certificate or a health certificate to enter Canada.
