Hmmm, I'd have to see this scenario to believe him:
1. Wolfie gets a rabies vaccine
2. Wolfie gets a rabies titer a month or two later.
3. Titer shows zero, nada, not a trace of antibodies.
It sounds unlikely. And I'm presuming he's vaccinated these guys if he's getting licensed. He could titer any time and know if that were true.
