Hi Grace I've been researching state laws on vaxcination.
Most states are pretty clear but there are still some that try to hide it but they all must yeild to the manufacturers regulations or be in violation of federal law. So they all MUST provide for waivor.
The way they try to hid it is publish the law and don't give any information on how to find the implementing regulation.
The law or statute is the implementing authority then there has to be a regulation to tell us how the govt is going to use the law or we would not know and can claim ignorance under the law. The US Supreme Court has been very clear on this issue and thats why you see federal laws and their implementing regulation have the same number so you can't claim ignorance under the law.
