Unfortunately she is likely "on the radar" now since it appears that she tried to get the vaccines waived. Once you are "outed", it's likely she'll get a follow-up. Cities can and will enforce code compliance. We had a situation occur with our daughter's dogs. A neighbor reported them for barking - disturbing the peace. The city sent out officers to assess the situation. Part of that assessment included proof of current rabies vaccination. Needless to say, her dogs were not "current". She was forced to vaccinate them or the city would remove them - after a rather hefty fine. With an almost 2 year old and another baby just a few months away from appearing, she was basically harassed into doing it because the neighbor could continue to complain to the city - even though the officers found no justification for her complaint - the officers would have to come out, and they would check vaccination compliance.
