I lived in MA my whole life and go up there from FL for 6 months out of the year. Everyone tells me about having the rabies, but 20 years ago, I decided never to vaccinate any of my dogs. To be honest, don't tell your town you have a dog (definitely no dog license,) give the vet a fake address out of state, and use friends who may have extra meds in times of emergencies. In FL, I found a vet in a low income town who is just happy to have a customer who sees her for a yearly wellness check up, and knows where I stand on vaccinations. She definitely doesn't agree, but has never pushed anything. You can also use large animal vets who come to the barn/house; normally they have never pushed anything, either. If you really don't want to vaccinate or do rabies, you will find a way around it.
