Damn, Michelle, where do you live? People have had to get creative in various ways to avoid vaccinating their already immune pets. Check the comments on some of my posts addressing rabies (you can search that word in the search box, and it'll bring up quite a list). I remember a lot of them were on this post's comments, but there are others. All the best.
p.s. if he gets itchy again (likely, the more you vaccinate, just count out a month and you'll likely see it), you also want to be aware that you have a waiver of sorts.
