If you've had titers over the years, who besides you was looking at them? They typically don't inform a municipality about whether or not your animal should have another vaccination.
I want to be clear why you think you now need to get rabies vaccination and you didn't need to earlier. Is that your mind talking or your vet or ?
I can answer you better when I know the answers to these questions. But, if you haven't already read it, please read The Fallacy of Titer Tests which might well be all you need to know going forward. In a nutshell, your dog's immunity is NOT gone because the titer has waned.
