I had many, many Austin clients who quietly flew under the radar. Never registered/licensed and those who had licensed just said NO to more shots. If your vet won't accommodate your needs, fire him and move on. Texas law? Mmphh. Vets aren't getting their records checked nor will they "lose their license" if they treat your "out of date" animals.
